Based on my own experience, and according to some YT videos, Muldraugh has the 2nd highest zombie population among the starting towns. If you look at the map, west of Mul you have a logging company. East of Mul you have a trainmaintenance area thing. Nails, saws, axes, gardening stuff, shotguns, shotgun shells and because it's not urban there aren't that much zombies. I like Muldraugh, just go to and stay in the southern third, past the suburbs. Best base imo is The Rusty Rifle, the tavern on the south side. (One of the best bases in the game, imo).
